Mil Housing is now a public/private partnership in some places - DoD is expanding it nationally I think - hoping it will lead to quality (or at least acceptable condition) housing. California is one of those places.
(Those with military knowledge, forgive me. I'm going to try and explain this for those who never lived on a mil paycheck.)
Traditionally, military pay has had several components. The standard pay check, Basic Allowance for Housing, BHA, Separate Rations, sep rats, and additional goodies for combat pay, and other things.
The standard pay check starts out like this:

That is it. Men and women are coming home in bags for as little basic pay as $1301.40 a month.
Depending on branch of service, that chart is unrealistic unless you know how to read it. For example, the Air Force has TIG/TIS requirements. TIG is time in grade. You must hold your current rank (grade) for so long before you can be promoted. Additionally, you must meet TIS (Time in Service) requirements. In the Farce, the only time you'll ever see an E-4 with less than 2 years service is if they've been busted from much higher paid officer status. Low level TIG/TIS:
Airman (E-2) - Six months TIG as an Airman Basic (E-1)
Airman First Class (E-3) - Ten months TIG as an Airman (E-2)
Senior Airman (E-4) - 36 months TIS with 20 months TIG, or 28 months TIG, whichever occurs first.
If they do not live in government owned housing, the barracks, or what's called military family housing, they get something called BAH, Basic Allowance for Housing. This gets funky because the BAH varies from location to location and depending on if you have a family or not. I've just grabbed the top of the list for enlisted with family in a few CA locations.

If you compare the two lists, you see in San Francisco the housing allowance for an E-1 is almost twice basic pay.
What CA has done is say to all military living in the state: "That housing allowance that has been tax free forever, we're now considering it as income. Get your stinking public housing, democracy supporting, children out of our state-funded, free preschools. That space is reserved for illegal aliens and leftists.”
The article linked above points out: The basic housing allowance, which was never a component of a service member's income when the military had sole responsibility for housing, now appears as income. This allowance goes directly to the housing management company. It is never in the hands or bank account of service members or their families.
